From 1969 to 1987, he worked at the Electric Power Industry Research Institute (VEIKI), where he participated in the development of the computer power plant control software system.
From 1987 to 1994, his task at the National Technical Information Center and Library (OMIKK) was to replace the previous paper-based work, introduce computer-based publication editing, and organize and train new work processes related to these.
From 1994 to 2000, he worked in various areas of public administration IT at the Office of the Prime Minister (OH). He participated in and managed several innovative projects. Notable tasks include: government electronic data exchange, EDI (Electronic Data Interchange) projects (automatic tax returns, data reporting to the European Statistical Office), electronic document management, the creation of a meta-database of public administration data assets, and the installation of the Directory X.500 system, on the basis of which the government application of digital signatures can be implemented.
From 1998 to 2000, he supervised the Interministerial Committee on Information Technology (ITB) as Deputy State Secretary.
In addition to numerous professional training courses, he successfully passed the Technical Management training course at BME, and in 1997 he obtained a diploma specializing in European affairs from ENA (Ecole Nationale d'Administration).
Thanks to his knowledge of English and French, he worked as an expert in Brussels between 2000 and 2002. He retired in 2002.
