Andras Javor (1947)
From 1972 to 1990, he was an internist at the Balassa János Hospital in Szekszárd, and later the head physician of the Documentation and Information Center. As a healthcare IT expert, he was an active participant in the development of the first Hungarian gastroenterological expert system, GAIA (Gastroenterological AI Application).
Between 1986 and 1990, he was the director of the Curative Care Information Center (Gyógyinfok) of the Ministry of Health (later the Ministry of Social Affairs and Health). He was the leader of the development of performance-based financing of the domestic healthcare system (his work was continued by his successor, István Bordás).
Between 1990 and 1994, as the State Secretary for Administration at the Ministry of Social Welfare, he developed the legal regulation of performance-based financing in the domestic healthcare sector (which has been in operation in inpatient care ever since), and then in 1993, he became the state leader who managed its full-scale introduction.
Between 1994 and 1998, he worked in healthcare organization; he is an international consultant in healthcare informatics.
From 1999 to 2010, he was the director of the Health Informatics Development and Further Training Institute (EIFTI) of Semmelweis University of Medicine (SOTE).
Between 2001 and 2003, he was the national program director of the Public Health Program, then between 2010 and 2012, he was the state secretary for administration at the Ministry of National Resources; from 2012, he was the president of the Hungarian Faculty of Government Officials.
Participation in professional bodies: Member of the Computer Applications Committee (SZAB) of the Ministry of Health between 1979-1990; President of the Healthcare Informatics Professional College between 2001-2004; President of the Hungarian Telemedicine and eHealth Society until 2010.
Awards and honors: Neumann Award (NJSZT, 1986); Middle Cross of the Hungarian Order of Merit (1994); Lajos Batthyány Award (Hungarian Batthyány Foundation, 2012); Memorial Plaque for Hungarian Higher Education (Minister of Education and Culture, 2014); Civilian Division of the Grand Cross of the Hungarian Order of Merit (2017).
