László Horváth
His first and only job was at the Hungarian Post and its legal successor, the Hungarian Telecommunications Company (Matáv). He was an operations engineer, technical department manager, and then chief engineer of the office from 1962. He managed operations, then development and investment.
From 1965, he was given the most important task in the long-term development department of the General Directorate of the Hungarian Post Office to organize and manage the domestic introduction of data transmission. Within this framework, he participated in the coordination of data transmission services as a delegated member of the Inter-Ministerial Committee on Computer Technology until 1989. Between 1978 and 1990, he managed the network and digital services operations department of the Hungarian Post Office and then of Matáv. Between 2000 and 2003, he served as the technical director of the Investment Directorate of Matáv. Since 2003, he has been an independent telecommunications expert.
In addition to his employment at the post office, he participated in the development of telegraph and data transmission equipment at various industrial companies. He won several patents in this field. He contributed as an expert to the development of numerous OMFB studies.
In the field of computer technology, he contributed to the development of the first Hungarian computer, the M-3 (as the main expert on telex input-output equipment). Between 1969 and 1980, he was a Hungarian member of the ESZR data transmission working group. He participated in the Vienna Conference on Disarmament and Confidence-Building Measures (Negotiation on Confidence- and Security-Building Measures in Europe) between 1989 and 1991 as a technical expert. In the first transmission engineering program organized at BME, he taught the subject of data transmission together with Géza Gordos and András Varga in 1968-69. The material of the lectures was published by the Textbook Publishing House. After that, he was a member of the State Examination Board for years. He was a co-author of manuals such as "Pattantyús" and the Telecommunications Manual, and a reviewer of telecommunications publications.
As an independent expert, he was the executive secretary of the Association of Concessionary Telecommunication Service Providers from 1965 to 2002. Since 2002, he has been the chairman of the Information Communications Interest Conciliation Council.
