Gyula Kincses
Until 1991, he was a physician and lecturer at the Otolaryngology Clinic of the Medical University of Debrecen (DOTE); then for a year - among other activities - he was the head of the DOTE Informatics Laboratory.
Between 1991 and 2001, he was the deputy director of the Medical Care Information Center (GYÓGYINFOK).
Subsequently, between 2001 and 2010, he became the Director General of the National Health Science Library (MEDINFO), and then, after its transformation, of the Health Strategic Research Institute (ESKI).
Meanwhile, he was a member of parliament between 1990 and 1994; he was also the chairman of the Health System Change Coordination Committee. Between 2000 and 2001, he was the government commissioner for IT in the Prime Minister's Office, a personal advisor to the Prime Minister. Between October 2007 and May 2008, he was the State Secretary for Health.
He was elected president of the Hungarian Medical Chamber (MOK) between 2019 and 2023.
He has taken on roles in numerous professional IT societies and institutions. Founder, first secretary, then president of the Hungarian Health Informatics Society (MEIT). Member of the Medical Biology Department of the Hungarian Society of Health Informatics (1993-2010). Member of the Professional College of Health Informatics (1991 - 1994). Hungarian project manager of the WHO (World Health Organization) Health Service Indicators program (1994 - 1999); data provider for the WHO HFA (European Health for All database) indicator (1994 - 1998). Member of the Inter-Ministerial Committee on Informatics (from 1995 until the committee was dissolved). President of the professional board of the Word Bank MISS (Manager Information Support System) project (1997 - 2000). Secretary of the Welfare (from 1999 Health) Informatics Professional College (1997 -2002). Secretary General of the Hungarian Health Telematics Association (2002 - 2003). Responsible for the e-Health program (2004 - 2006). Secretary of the newly formed Informatics Professional College (2004 - 2008). Member of the National Statistical Council (2007 - 2008). Chairman of the Informatics Section of the Health Professional College (2011-2015).
The lasting IT legacy of its activities: in 2006, ESKI created the Itemized Health Data Warehouse (TEA), which allowed anyone to generate queries in a depersonalized manner and free of charge in the entire database of the National Health Insurance Fund (OEP).
Author of 8 books and book chapters on IT.
Awards and recognitions: MOTESZ International competition 1st prize (Association of Hungarian Medical Societies and Associations (MOTESZ), 1993); "For Lithuanian Freedom" medal (Lithuanian state, 1993); "Pro Sanitate" award (Ministry of Health, 2003); Golden Cross of Merit of the Republic of Hungary (Hungarian state, 2007).
His work is characterized by the development of knowledge representation, data utilization, and the data-based development of health policy.
